The filing is a statement on controls over compliance for a 12 month period. Many producers leave the work till the end (11th hour). We drive our clients to conduct the work throughout the year, in line with the frequency with which the most important, key controls are performed.
A control, in audit-speak, is any activity that reduces the risk of a negative occurrence. That negative occurrence could be a noncompliant event, and a controls is something done to prevent (or detect) that. It is the Regulators hope/expectation that improving these checks and balances over measurement/reporting regulations will result in better compliance over time, and that’s why EPAP requires this approach.
EPAP (D076) has 16 noncompliant events. We guarantee that if we did your EPAP work, your company will never be assessed any of these. Underlying these 16 noncompliant events, however, are hundreds (perhaps thousands) of measurement/reporting rules that must also be followed. An EPAP filing will NEVER require 100% compliance with this “sea of requirements”. Nor does our EPAP service guarantee that your company will never have a measurement outage or a PA error.
